On an accessible webpage navigation and reading of text is easily possible. What is defined by Accessibility is defined by §4 of the Behindertengleichstellungsgesetz (law against discrimination). Accessibility means that a building or webpage can be used by people with disabilities in the same manner as by anybody else. For a building this means: a person with a wheelchair can enter this building through the main entrance and does not need to use the delivery entrance. For the Internet accessibility means: A website is easily accessible for everybody. There are no specific solutions like text-only versions which lack graphics. People with disabilities should to be equally able to use services in the same way as people without disabilities.
Accessibility means one common access to the Internet for people with all kinds of disabilities: for blind, visually impaired, deaf, motor disabled and people with cognitive limitations. No user with any disability is to be excluded. The German law against discrimination addresses people with all kinds of limitations. When designing web pages please be aware that for any kind of disability there are different barriers. A website which can be easily used by blind people might be full of barriers for people with low-vision because of low contrasts and small fonts.
Accessible websites allow users with limitations free access to information. Assistive technologies which support people with disabilities in using the Internet can be applied without any problems. The functionalities of a screenreader can be called by an accessible website ideally. People with motor limitations have the option to navigate by only using the Tab-key. Accessible pages are displayed properly also by older browser versions and in different resolutions.
According to the BITV (German regulation for accessibility), a website is accessible if it meets all of the priority 1 requirements. Central entry and navigation pages in addition must also fulfil the priority 2 requirements. Accessibility covers a dynamic process. If you want to design a webpage as accessible you should regard accessibility in the long term. This is the only way to avoid barriers coming in by the content management.
